Pillaton Parish Council Meeting Minutes - July 2013

Meeting held on 17/07/2013

Attendance

Cllrs. Dolley, Warne, D. Floyd, S. Floyd, Heap, Martin, Harris and County Councillor D. Pugh.

Apologies

None.

Declarations of Interest

Cllr Dolley declared an interest in payments and left the room when the payments were approved.

Public Forum

There were no members of the public present.

Minutes

The Minutes of 19th June 2013 meeting were accepted unanimously.

Matters Arising

Fences

  1. The Council agreed that in respect of the broken fence at the river Lynher the best approach was to contact the owner in order to discuss the issue. County Councillor D. Pugh undertook to visit the area on 30th July together with a Cornwall County official to assess the problem.
  2. Cllr Harris undertook to put the request from the Ramblers Association for support for retaining the path by the river, on the web site.
  3. The Council agreed that in respect of the new fence at the river Lynher the reply was accepted from the land owner that the fence complied with UK standard specification.

Mushton Lane

The Chairman said he had received copies of St Mellion minutes confirming the whole of Mushton lane would be resurfaced although only the St Mellion side had been repaired. It was recognised that County Councillor Flashman had promised to use his Highway budget to complete the Pillaton side but there were no Highway budgets now available. County Councillor D. Pugh undertook to visit the area on 30th July together with a Cornwall County official to assess the problem.

Signposts

Cllr Harris said he was continuing to making enquires into the repainting of the finger posts in the area with the work carried out under Community Payback organised by the probation service.

Planning Permission

The Council approved the planning application for the rebuilding of the barn at Polborder.

Polborder Roundabout

The Council decided not to adopt the Polborder roundabout.

Training

Cllr Heap expressed an interest in attending a code of conduct training session.

Finance

The Bank position of current account £295 and deposit £2,771 was noted.

The following payments were authorised; D. Dolley £47.70 paint and mower repair, C. Hoskin £199.97 gardening, Village Hall £12.00 hall hire, G. Lawson £ 29.50 website hosting, Cornwall Council £145.72 election expenses, Grant Thornton £120 audit fee.

Neighbourhood Plan

The Council agreed to accept an offer from County Councillor D. Pugh to arrange a visit from a Cornwall County official to advise the Council on the merits of a plan.

Feedback from Community Area Network

There had been no current meeting.

Any Other Business

The Council welcomed the report from John Wheeley which gave the statistics on web site usage indicating more than a doubling of visits in three years. Thanks were recorded to John for his efforts.

The Chairman said he would paint the damaged seat at the top of the village and check on its safety.

Cllr Martin distributed copies of suggested headings for Council stationery for a choice to be made at the next meeting.
